Enrollment is open to 150 customers on a first-come, first-served basis. We will send you an email to let you know if you’ve been accepted to participate in the pilot.
- Own or lease an electric vehicle, such as an all-electric or plug-in hybrid.
- Own and live in a single-family home that receives electric service from Xcel Energy in Minnesota.
- Have access to Wi-Fi in the charging location.
- Are not participating in Solar*Rewards® or net metering programs.
Step 1: Request enrollment in the pilot by completing the online form. Here's what you'll need to provide:
- Tell us about your home and where you plan to charge your EV.
- Select your Level 2 charger - pick either the ChargePoint® Home Flex or Enel X JuiceBox.
- Confirm you would like to rent the charger and have us maintain it (there is an option to prepay if you'd like to own the charger).
- Choose if you want to charge your EV with 100% renewable energy.
Step 2: We will review your information and contact you regarding next steps within two business days.
Step 3: A qualified electrician from Xcel Energy's trusted network will reach out within two business days of enrollment confirmation to schedule the installation of your charger within four weeks.
Things to consider before installation:
- Wi-Fi
- Since your charger will be Wi-Fi enabled, please confirm that the installation location has Wi-Fi access. If signal strength in this location is below three bars, you’ll need to install a Wi-Fi booster before the electrician arrives to install the charger.
- Be sure to have your Wi-Fi password available for connecting the charger during installation.

Step 4: After the electrician sets up your new charger, you'll be ready begin charging. The charger will be programmed to charge your car between 9 p.m. and 9 a.m. You will have the flexibility to charge during the day if needed at a higher, on-peak rate.
Step 5: Share your experience to help us improve future EV programs. We will email a short survey for you to complete after the installation of your charger.
You’ll be enrolled in the pilot program for 2 years.
Once you select your charger and we confirm your enrollment, download the manufacturer’s app (ChargePoint or Enel X) and set up an account if prompted. Please complete this step before our electrician arrives to install the charger.
Your flat monthly charge of $42.50 is a low-cost option that includes rental, installation and maintenance of the charger, data and service fees, energy charges for overnight and weekend charging, and riders.
Prefer to own the charger yourself by prepaying for the equipment and installation?
You can opt to prepay for the charger and installation in a lump-sum amount. If you choose this option, we’ll issue a separate bill for the upfront cost of $770 for the charger and installation. Your monthly charge of $32.65 includes the maintenance of the charger, data and service fees, energy charges for overnight and weekend charging, and utility rider and fees. Standard city and state fees are excluded but will be applied to your bill.

Note: your home may require additional 240 volt circuit wiring that is not included in installation and are unique to each home. See FAQ (How much does additional circuit wiring or panel upgrades typically cost?) for more information.
Once your charging station is installed, you’ll pay the flat subscription price every month for overnight EV charging no matter how much electricity your EV needs. Overnight, off-peak hours are between 9 p.m. and 9 a.m. Your home’s energy use will continue to be billed at its current rate.
Weekends and the following holidays are considered off-peak, as well: New Year’s Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas Day.
Need the option to occasionally charge during the day on weekdays (9 a.m. to 9 p.m.)? No problem. In addition to your flat monthly subscription price, on-peak use will be charged at 16.508¢ per kWh during winter months (Oct. through May) and 20.497¢ per kWh in summer months (June through Sept).
Charge your EV with 100% renewable energy by subscribing to our low-cost Windsource® program. When you subscribe, an additional $2.52 will be included in your monthly subscription price during the two-year pilot. Learn more abouot our Windsource® renewable energy options.
Your existing Level 2 charger is ineligible. You may still participate in this program; however, you must participate by using one of the two eligible chargers offered in this program.
The installation service in this program only includes the set-up and hardwiring of the Level 2 charger. This service does not include any additional electrical work such as circuit wiring or panel upgrades, which may be required to set up your charging location for a 240-volt circuit.
The program cost does not include additional circuit wiring that may be required to add a new 240-volt outlet. Those costs depend on your home’s unique electrical setup and wiring. Use our online tool to help estimate potential costs for additional wiring.
Our electricians can help you understand the actual costs of any additional work unique to your home. To complete any additional electrical work, you can use our electrician and pay them directly or choose another electrician.

Once you receive email confirmation that you are accepted into the program, an electrician from Xcel Energy’s network will contact you within 2 business days to schedule installation within 4 weeks. You or your authorized representative (over 18) must be present during the appointment. These timelines are rough estimates and subject to change.

You may still participate in this pilot program, but it will likely not be the best option for you. The program is designed for EV drivers who can charge their vehicles overnight when energy prices are the lowest.
However, if you need to occasionally charge your EV on weekdays between 9 a.m. and 9 p.m., you have that option. Charges during this time will incur charges in addition to your monthly subscription price. On-peak use will be charged at 16.508¢ per kWh during winter months (Oct. through May) and 20.497¢ per kWh in summer months (June through Sept)
If you need to occasionally charge your EV during peak or mid-peak times, you can easily adjust your charging time.
- Use your charger manufacturer's app to override the scheduled charging time and charge immediately. (Tesla drivers should use the Tesla app.)
- If you have a ChargePoint Home, you can "double pump" the charger by plugging in, unplugging and plugging back into the car charging port.

If you elected to rent the charger for a monthly fee, you can have the charger removed at no cost to you after the two-year pilot ends, or you may purchase the charger from us at a prorated cost of $686. If you choose to have the charger removed, you will be returned to your previous rate.

There are two common household levels of EV charging - Level 1 and 2.
Level 1 - Can provide 4 to 6 miles range for every hour charging. EVs come with a standard Level 1 charger that plugs into a typical household outlet (120-volt).
Level 2 - Faster and more convenient charging, providing 25 to 40 miles range for every hour charging. Needs a dedicated 240-volt circuit (like an electric clothes dryer).
